DHS developed the National Response Plan (NRP), which:

• Integrates emergency response functions into a consolidated structure
  
  
• Outlines how the federal government will coordinate response activities with state, local, and tribal governments during an event

Several annexes to the NRP outline different Emergency Support Functions (ESFs). An ESF describes and outlines the roles and responsibilities of various federal agencies during emergency incidents. Food safety and security response roles are outlined in ESF-8 (HHS/FDA) and ESF-11 (USDA/FSIS).
